Provides information regarding employment with the city; explains personnel and civil service procedures; prepares job postings and advertisements announcing civil service exams; accepts job applications; conduct tests, grading and establishes eligibility and certification lists.

Maintains civil service personnel file system for each employee; maintains records reflecting employment history of each employee and files to record history of each classification; assigns job numbers to newly developed positions; test development; employee relations and motivation.
